National Pipeline AgreementParts: Laborers` International Union and the Pipeline Association. Scope: Applicable to all main transport and land cable works in the United States The agreement includes the construction, installation, dual connection, rebeveling, treatment, insulation, overhaul, examination, commissioning, transmission or transfer of gas pipelines or pipeline segments or segments thereof, coal, gas, oil, water or other materials, vapours or liquids, including parts of such pipelines within the boundaries of private land, to the first measuring or connecting station. Effective Date: June 5, 2017 – 31. Domestic Commercial Parties: Laborers` International Union and Distribution Contractors of America.Scope: Applies to all distributions and distribution companies, including other underground distribution facilities for public or private companies (excluding sewers and water pipes) in the United States. The agreement includes the repair, maintenance, construction, installation, treatment and repair of distribution lines that transport coal, gas, oil or other similar materials, vapours or liquids (other than sewer and water pipes), as well as pipes, telephone lines and power lines. Area: Used according to location. The service contract sector covers a broad sector of service functions performed by contractors for the federal government. The construction, manufacture or supply of goods is excluded. The Employment Contracts Act provides for the setting of rates of pay and ancillary benefits in force locally. In 1972, LIUNA succeeded in amending the SCA so that conventional wages and ancillary benefits were also recognized as contractual. Effective date: three to five years – 90 per cent of contracts have a validity date of October 1, which coincides with the federal government`s fiscal year.

National Construction Agreement (Brown Book) Parties: Laborers` International Union and individual employers. Volume: All construction, demolition, construction of facilities, installations or ancillary installations and other construction work. Joint venture construction projects in which the employer is a sponsor or managing partner are covered. The Employer agrees that residents recruited in accordance with the recruitment procedure, with the exception of key personnel of the Employer, should perform all work under this Agreement. Under this agreement, employers hold pre-job conferences and must respect local rates of pay, overtime, travel and living expenses as well as all ancillary local services.
